September 18, 2007 Local Government -Origin of the city: Aristotle’s Polis -city-state -citizenship (city-state) -city-state empires -Rome (culmination) Seed of the nation-state Christodom (feudalism) Reformation nation-state Modern Nation State -citizenship: conceived as larger than membership in a particular city -capital cities -American case: citizenship tied to states and later to national citizenship -cites important? Site of the administration of the public good -urbanization: early issues agrarian manufacturing -US Constitution: Rural society with few cities Modern American Cities -historically: cities were the creations of the their states through special municipal charters (state legislature) -urbanization general charters -home rule charters: large degree of local city authority; cannot violate state laws Two Types of Local Government 1. state couties 2. local cities/special districts (schools, utility, etc.) Counties -administrative subunits (agents) of the states -states are unitary
