Running Head: Gay Marriage however was not always seen as “acceptable” in the eyes of Americans. The gay community may not be seen as “acceptable” in the eyes of some, but their rights have always been just as important as heterosexuals. Marriage being one that caused a lot of controversy. Kenneth Jost touched on the issue in his article, “Will voters bar marriage for same-sex couples.” Stakeholders: The stakeholders identified in the article included the gay/homosexual individuals. These individuals are those who are being affected by the outcome, “if voters will actually bar them marriage or not.” The voters could also be included as one of the stakeholders in the article. They are the ones that can affect the outcome of the proposed intervention in this case it being gay marriage. The voters and the homosexual are influences of the overall outcome of the situation. Laws and Bills: Gay/homosexual individuals were not allowed to be married. Marriage consisted of a man and a woman joining together to become one. People were not as accepting of it back in the day as they are now. In 1973, Maryland became the first state to pass a statute banning same-sex marriage. In 1999, California became the first state to pass a domestic partnership
