Hoover Struggles to Fight the Depression1.To Hoover “rugged individualism” means people have to help themselves and provide forthemselves. This reflects his views about the government rescinding its hold over businesses and being laissez faire after World War One.2.The push for volunteerism made it seem as if the Hoover Administration was saying it wasn’t their problem as they wanted churches and charities to aid people.
