When facing a fire there are three elements to creating a fire are:FuelHeatOxygenWhen a fire has a chemical reaction with combustion it has 2 of the elements already which are fuel and oxygen. Therefore, when the two react they create heat making a fire. It is hard to prevent oxygen from being in a fire since it is a part of the environment, fire hazards usually involve the mishandling of fuel and heat. The purpose of safety throughout the industrial workforce was because of the public outcry for action and many workers getting hurt/killed. More reasons for the change have to do with codes and meeting public safety standards. The three organizations that did this were:The National Fire Protection Association (NFPA).The American Society for Testing Materials (ASTM).
