March 6, 2008 [ HISTORY TEST REVIEW ] The Virginia plan inherits the idea of the national government having more power than the states. Supremacy of national government/National Sovereignty The Virginia plan has the idea that the power of the government is the will of the people. National Sovereignty. It’s the will of ALL the people of the United States of America. One country divided into 13 parts. Not 13 parts formed into one country. Confined democracy/lower house (big states) They believe democracy should be confined in the lower house called the House of Representatives. Jefferson wanted an expansion of democracy and Hamilton wanted confined because that was the only way to provided stability. Because democracy is confined, the bigger states will have more delegates than Delaware or Rhode Island. Only a few states will control the votes. When the small states hearing this, they go crazy. New Jersey plan (small states)
