AVM4700: DISCUSSION 1 2 Abstract On September 1 st 1983, the Soviet Union shot down a Korean Air Lines (KAL) flight 007. KAL flight 007 was passenger air carrier B-747 with 246 passengers on board and 23 crew members. The aircraft had been more than 200 miles from its intended flight path which put the aircraft over soviet airspace. This incident ignited already high tensions to become a global debate. In this paper we will look at how the Soviet Union failed to responsibly handle the situation and also ICAO’s response and the role that was placed onto it.
