May 1998 Dear Colleagues in the Child & Youth Care System, I am pleased to be in a position to present to you these Minimum Standards for the Child and Youth Care System. They have long been needed for the system and I trust that they will empower service providers and managers, and thus serve to improve services to young people at risk as well as provide for their greater protection and development. Please consider these Minimum Standards as official for the Welfare Sector. I would like to see them implemented (as far as possible and within the constraints of present legislation) with immediate effect and would like written feedback if there is any reason for this not to be possible within your organisation or department. I would appreciate it if all sectors within the CYCS would please let us know where you experience the strengths and weaknesses in this approach. While we will immediately begin to include them in the new comprehensive legislation on children, they will remain in draft form for the next 12 months as we receive your feedback, and evaluate their appropriateness and effectiveness. Please submit comments or inputs in writing to the Manager, IMC, P O Box 12036, Hatfield. Criticisms are very welcome but should be accompanied by a draft of what may be an effective alternative. FULL MINIMUM STANDARDS PACKAGE WILL EVENTUALLY INCLUDE: #1: POLICY MANUAL #2: MINIMUM STANDARDS #3:PRACTICE GUIDELINES #4: QUALITY ASSURANCE Finalised policy for the CYC system which is the official government policy and which is then built into legislation The manual on minimum standards for the CYC system, divided into prevention, early intervention, statutory process, the continuum of care services, and resources. The minimum standards will be phased in as the system is transformed. Detailed guidelines which will inform practice and training with regard to implementation of minimum standards. These will provide specific guidelines to each sector, discipline, and differentiated programme on the continuum of care. These will be guidelines on how the minimum standards should be monitored from within the system (internal quality assurance based on voluntary actions) and from outside of the system (objective and statutory monitoring) Quality assurance will be based on a developmental and facilitating perspective.
