US Constitution and Federalist Papers Massachusetts Constitution: *Made up of three branches: General Court, Judges, Governor and Lieutenant Governor *Historically, they get this modeled after the old Charter. *Do it the same way as Connecticut. *28 Senators in Massachusetts *Powers of the governor: No veto, but has control of military, can pardon and condemn criminals *Other civil officials are elected. *Taxes must come from the House of Representatives. Carries over from Britain. *Must be Protestant in order to hold office. Similar with England - Test Act *In this Constitution, you have to be a white, Protestant male in order to vote. *Points of Contention: Governor being in the Senate, confusion of the branches - no separation of powers *Vote the Constitution down - still in a state of nature. Legislature wrote the Constitution. *In next round - elect new set of people to draft Constitution not a part of the Legislature *Second Round - Have to be male to vote.
