Shaellen Thompson HCM 483 May 21, 2017 The Closure of the Yadkin Valley Medical Center In 2015, the Yadkin Valley Medical Center closed its doors. The county had no clue it was closing and filed a temporary restraining order in superior court to keep the hospital open. The restraining order was emailed to the chief legal officer, Dennis Davis. He responded by saying the hospital was already closed. The hospital was closed by the company HCM/CAH Consolidated Inc. who was the company leasing the building from the county. The main reason they closed was they were losing money. The loss of money was due to the decision not to expand Medicaid in North Carolina. Nineteen states decided not to expand Medicaid. Medicaid provides healthcare for low income families. There is a large number of Yadkin county people that were on Medicaid until the non-expansion decision by the state. Many people lost their Medicaid coverage. They still had healthcare needs and were seen at the Yadkin Valley Memorial Hospital but they were self-insured. This meant that the hospital was not getting reimbursed for services due to lack of coverage. In rural areas, there are more numbers of low income people who can’t afford insurance. The hospitals rely on the Medicaid program to compensate them when treating low income patients. Since the expansion did not take place people could not pay for services provided by the hospital. The hospital also saw an increase in the number of people applying for Charity Care. Charity Care is funded by the hospital from funding raising and some states reimburse hospitals for providing Charity Care. Another reason for closure was leasing negotiations with the county and HCM/CAH were not going well. The county commissioners had decided not to renew the lease with HCM/CAH.

So, the company notified the State Department of Health that the hospital was closing due to not reaching a fair lease agreement. Under the lease agreement Yadkin Hospital was responsible for servicing that community until July 31, 2015. This hospital was a critical access hospital. This designation is given by the Centers for Medicaid and Medicare Services (CMS). This means that Yadkin hospital receives special reimbursement for giving healthcare services in a rural area.
