2 History of the Conflict in the Balkans The conflict in the Balkans is interesting because for years, reporters and politicians have touted it as being the result of ancient ethnic hatred but that isn’t the case. The people of the region lived together peacefully for centuries and any conflicts that have arose among people were based not on ethnic origin but other things like class, ruling party, etc. The Balkans remains an area of critical strategic interest for International Organizations like NATO, European Union, OSCE, Council of Europe. This region has been seen from Western governments as a potential flash point for further conflicts.

NATO is helping to bring stability to the Balkans by leading a peacekeeping mission in Kosovo and assisting the governments of Bosnia and Herzegovina and the former Yugoslav Republic of Macedonia in reforming their armed forces. The Alliance’s overall strategy for the Western Balkans aims to consolidate stability in south east Europe and facilitate the integration of Albania, Bosnia and Herzegovina, Croatia, Montenegro, Serbia, and the former Yugoslav Republic of Macedonia* into Euro-Atlantic structures. 3 NATO’s Evolution and Expansion: Security Considerations in the Western Balkans.

NATO’s involvement in the Balkans marked a turning point in NATO’s history: a move beyond its Cold War task of defending members’ territories and into crisis management outside its traditional borders NATO has acted both in support of and in partnership with the European Union, the Organization for Security and Co-operation in Europe (OSCE) and the United Nations, as well as other organisations. NATO’ s involvement in the Balkans dates back to 1992. In the first instance, the Alliance monitored and enforced a UN-imposed arms embargo against the whole of the former Yugoslavia as well as specific economic sanctions against Serbia and Montenegro. NATO subsequently monitored and enforced a flight ban over Bosnia and Herzegovina. 4

NATO’s Evolution and Expansion: Security Considerations in the Western Balkans. Since 1995, The North Atlantic Treaty Organization has reinvented and transformed itself from a regional security pact designed to protect Western Europe from a Soviet threat to an international security force with missions to combat international terrorism, prevent weapons proliferation, and provide for Europe’s security. The Alliance now includes nearly all former members of the Warsaw Treaty Organization as well as the Baltic republics of the former Soviet Union.
