Medicare, Medicaid, and the Delivery System 2 Medicare, Medicaid, and the Delivery System The Medicare Payment Advisory Commission (MedPAC) is mandated by the Congress to report payment refinement and the issues that affect the Medicare June every year. The report includes the changes in the deliverance of the health care and the marketing of the services out of the health care sector. In this paper, I will consider three MedPAC recommendations which include the implementation of unified post-acute care (PAC) payment system, the Part B drug payment issues and the premium usage in Medicare. The paper will also offer the rationale importance with the associated health care impacts and the outcome of the three selected recommendations. Implementation of unified post-acute care (PAC) payment system, The PAC composed of four main settings treating similar patients which include long-term care (LTCHs), home health agencies (HHAs), SNFs and inpatient rehabilitation facilities (IRFs),. Since the treatment of patient’s overlaps in the four settings, their payment differs because of Medicare separate PPSs payment method for each stay in the four settings. The commission’s recommendation is to adopt a unified PAC prospective payment system (PPS) that covers the four settings (MedPAC, 2017). The commission recommends payments based on the characteristics of patients as opposed to the site of service and offers total support for the implementation. The factor that guides PAC placement is the patient and the type of PAC to be employed for each setting. The Commission
