Oregon trial court referring to Alabama supreme court ruling) Changing Precedent - Sometimes common-law rules change slowly. Exceptions or qualifications to a rule will slowly appear in the case law. Most of the history of the common law is of a slow evolution as the law keeps pace with a changing society. Sometimes the law will change dramatically, as when modern judges decide an established rule no longer serves society and must be scrapped. How a Bill Becomes Law (Pg 95) Introduction of a bill in the house or senate by one or more members of that body Referral of the bill to the appropriate legislative committee, where hearings are held Approval of the bill by that committee and perhaps others
