Joshua Hinkley Apush Burger 1/2/18 Chapter 16 Andrew Johnson would have been the last person that congress wanted in office after the Civil War. He was very pro-south and pushed his agenda ceaselessly against the pro-north congress. Not only was he pro-south but he was also a racist who believed that blacks were fundamentally inferior to whites. He set up black codes in the south which restricted newly freed African Americans from voting in local elections. On the flip side congress was the polar opposite of Johnson almost to a flaw. They wanted to punish the south for the destruction caused during the Civil war. But it’s also important to realize how destroyed the South was after the Civil War. People lost money, property, sons, and fathers. Congress had the power over Johnson to push their agenda because of their override power. Since Johnson and Congress disagree on everything most acts that congress passed were vetoed by the president which were promptly overridden by congress. This meant that congress had almost all the power over Johnson. This unchecked power led to many acts being passed such as the Military Reconstruction Act which basically put the south under martial law and allowed soldiers to enforce these laws. This really upset many Johnson and many southerners. People like Jesse James made their mark on the nation by being an almost folk hero who stood up to, from the southerner's perspective, the northern oppressors. Unfortunately even with the Military Reconstruction Act put into place
