FACTS In order to follow the new decision of segregating public schools, the Kansas City, Missouri School District wanted to enhance the quality of their schools to adapt to this new change. In order for funding, the KCMSD wanted to raise taxes, but this ability was limited by state law. Since the District did not have any other ways of raising revenue for the enhancements in the school, the federal district judge Russell G. Clark ordered for an increase of local property taxes to get the revenue that the public schools needed. C. ISSUE Did the court order to increase property taxes violate Article III, the Tenth Amendment, or the principles of federal or state comity? D.
