2- What has been done to address this particular issue. In the Article by Nicholas states that Lily Miranda acted not only as a recruiter but also as a Ghost consultant providing migrant workers with false immigration services without having a license. This illegal scheme quickly filled her pockets since many of these migrant workers did not have the proper understanding of the Immigration laws and paid her for immigration services. It took eight migrants worker complains to the Toronto Court to find Lily responsible for breaching the law, especially Section 91 of the Immigration and Refugee Protection Act where she charged for a service to which she was not qualify to offer. She was later order to pay more than $40,000 to the plaintiffs, a small retribution the damages she has caused to these hard working individuals. This was seeing for many as a huge victory where migrant workers were David defeating Goliath against all odds.
