Debate over the federal constitution (doc 2.3) What was the main argument in the selection? o The main argument is about the question of how large and small states would be represented in legislator. In the Continental Congress each state had exactly one vote regardless of its population size. It was proposed that states would get votes based on their population size. While this may seem like a fair way to give votes to the states beyond the surface of the proposal it gives most of the power to the larger states. David Brearley and William Paterson of New Jersey, Benjamin Franklin of Pennsylvania, and Roger Sherman of Connecticut argued in this debate. What was Brearley’s solution? o By having proportional representation, large states such as Virginia, Massachusetts, and Pennsylvania, would have more votes than that of the other states combine.
