Knowledge Management in Dubai Public Sector 2 1.0 Introduction There is an age-old African proverb that goes: "Knowledge is the only treasure you can give entirely without running short of it." In an organizational setting, knowledge is generally taken as the main asset and the primary profit-making resource. The success of the organization is perceived to depend primarily on knowledge especially in the modern, great competitive market (Riege 2005, Nonaka 1994). This has led to huge popularization of the Knowledge Management field in all sectors (public and private). Various researches have consequently been initiated with the major aims of establishing how knowledge can be created and shared within organizations while preventing the loss of the knowledge, having in mind the diversity and mobility of the modern workplace. Public and private organizations have realized the importance of knowledge management from the large numbers of articles published in journals depicting Knowledge Management as major necessity for any organization (Bhatt, 2001). As a result, many organizations have initiated attempts to initiate knowledge management strategies. Nevertheless, knowledge management has seen minimal implementation in Arab countries until the global financial crisis. In regard to this, Skok and Tahir (2010) state that there exists a research gap in this field. This research will seek to address this research gap by carrying out an in-depth study on the implementation of knowledge management in the public sector of Dubai. To be more precise, this study will conduct a case study on the implementation of knowledge management in the Dubai Media Incorporated. There exists no general definition for knowledge management (Cong, Xiaoming and Pandya 2004). This creates some level of misunderstanding on what it actually entails and its importance in an organization. Despite the preceding, the existing literature’s definitions can be summed up to one cohesive definition that, knowledge management refers to a continuum of

Knowledge Management in Dubai Public Sector 3 recurrent and goal oriented attempts by an organization that assists in establishment, selection, coordination, preservation, distribution and sharing of knowledge. These activities are mainly aimed at achievement of set aside objectives. One definition that carries all the qualities of a good knowledge management strategy is “Knowledge Management is the systematic process of identifying, capturing, and transferring information and knowledge people can use to create, compete and improve” (APQC, 2000 p29). It is rather unfortunate, be that as it may, that most organizations limit the implementation of knowledge management to the application of information systems and other automatic systems. The main problem with this is the lack of understanding that, knowledge is held by individuals and social interactions.
