To achieve perfect equality, in which no racism or discrimination occurs. Handicaps were added to ensure that everyone felt equal. The equality was achieved by the “211th, 212th, and 213th amendments to the Constitution, and the unceasing vigilance of agents of the United States Handicapper General” (Vonnegut 1). 2. What are the functions of “the United States Handicapper General?” a. The United States Handicapper General is in charge of controlling the equality within the society. This means they enforce the “211th, 212th, and 213th amendments to the Constitution” (Vonnegut 1), that were added to enforce equality within the the dystopian US society. 3. Consider the character of Harrison in terms of both his physical qualities and personality traits. Why is he considered a threat to society?
