12. 11/0304/RSP - Retrospective: Erection of vent stack at SHELL FILLING STATION, RICKMANSWORTH ROAD, CHORLEYWOOD, WD3 5SE for Shell UK Retail (DCES) Parish: Chorleywood Ward: Chorleywood East Expiry Statutory Period: 12 April 2011 Officer: Luke Axe This application has been called to the Development Control Committee meeting by three Development Control Committee Members. 1. Relevant Planning History 1.1 10/2487/RSP - Retrospective: Erection of vent stack - 11.02.2011 - Application withdrawn due to inaccurate plans. 2. Detailed Description of Proposed Development 2.1 The application site is an established petrol garage comprising a large forecourt, canopy, petrol pumps, sales building and various other facilities associated with the lawful site use. The site is bounded by residential properties to the North- East and South-East boundaries. To the North-West is a commercial property, Wyatts House (Binks Estate Agents). The site is accessed from Rickmansworth Road and is located within a Conservation Area. 2.2 This application seeks retrospective planning permission for the erection of a vent stack comprising four 5.2m tall vent pipes (10cm in diameter) situated in a linear formation adjacent to the North-East boundary wall of the site. 3. Consultation 3.1.1 Conservation Officer - Has expressed concerns about the siting, form, height, materials used and colour of the vent stack, and the resultant impact upon the character and appearance of the Conservation Area. The Conservation Officer’s comments and the impact of the vent stack upon the character and appearance of the Conservation Area will be addressed in the planning analysis below. 3.1.2 Chorleywood Parish Council - No response received to current application. 3.1.3 Environmental Health - No objection. 3.1.4 Fire Protection Officer - Whilst no formal written response has been received, verbal correspondence with the Fire Protection Officer has determined that a vent stack complies with current regulations and there are no concerns in terms of fire safety. 3.1.5 National Grid - No response received. 3.2 Site/Press Notice Site Notice: 3.2.1 Erected: 28/02/2011, Expired: 21/03/2011 /var/filecabinet/temp/converter_assets/07/f9/07f95a48db64e15e9f79006081bf5bc3dcb0444d.doc

These are summarised as follows: The plans submitted are incorrect in various respects. Note : Amended drawings were received on 7 March 2011 addressing all errors and inconsistencies identified on the submitted plans. It is considered that these plans now accurately reflect current site circumstances. Re-consultations were undertaken on 9 March 2011 on the basis of these amended plans. Diesel and petroleum fumes are potentially harmful.
