Chapter 8 Vermont Supplement Field Waste Stacking Areas Location Criteria Part 651.0810 Agricultural Waste Management Field Handbook GENERAL This tool was developed to help landowners and field staff locate sites where manure can be temporarily stacked while imposing the minimum impact to ground and surface water resource concerns. Proposed sites will be evaluated based upon: Location, i.e., top of hill, bottom of hill, view sheds, etc. Overall grade of the site. Type of soil, including: o Depth to bedrock. o Depth to seasonal high water table. o Other soil characteristics Proximity to: o Neighboring Dwellings and Wells o On-Farm Dwellings and Wells o Springs, Streams & Water Bodies o Flood plains o Other Resource Concerns This evaluation should be done by a soil scientist or another person who has the training and job approval to make this evaluation. The score sheet on page 4 will allow the soil scientist to complete a quantitative evaluation to determine if a site is suitable for stacking manure. The score sheet will also allow for the evaluation of more than one location at a time. This tool should also be used to evaluate potential composting sites for manure and animal mortalities. If a suitable composting site cannot be found, the design should consider the collection and storage of runoff from the proposed composting pad. CRITERIA Manure Consistency Manure should be no less than 20% solids content and be able to stack four feet high. Field Waste Stacking Areas are not intended for freestall dairy operations, unless manure solids are separated mechanically. Regulations Field Waste Stacking Areas must be planned, located, and installed to meet all federal, state, and local laws and regulations. These include Vermont Accepted Agricultural Practices and Large Farm Operation Regulations. This practice may adversely affect cultural resources. Planning, installation and maintenance must comply with GM 420, Part 401, Cultural Resources (Archeological and Historic Properties) . Location Field Waste Stacking Areas (FWSA) shall be located so that the potential impacts from accidental release are minimized, and separation distances are such that prevailing winds and landscape elements such as building arrangement, landforms, and vegetation minimize odors and protect aesthetic values. The FWSA shall be located in areas that minimize risk of surface and ground water contamination. The preferred geomorphic setting is a summit or shoulder of a convex hill slope. To the fullest extent possible, all clean or unpolluted water shall be excluded from the stacking area. Geology Technical Note 5, SEEPPAGE: A System for Early Evaluation of the Pollution Potential of Agricultural Groundwater Environments (Dec. 1989) may be used to determine the sensitivity or the pollution potential of a site. Sites scoring “high” or “very high” are not recommended for Field Waste Stacking Areas.
