Especially after 2008, Spain has faced the highest unemployment rates (with a peak of 55.5% in 2013) in the graph. The rates of the OECD countries and the EU28 seem to be correlated probably because there are many intersecting countries between them. It should be noted that the rate of the OECD countries is always lower than the EU28. On the other hand, Turkey’s rates do not seem to be extremely different from the OECD or the EU28 countries, although with little fluctuations, maybe because it is a member of the OECD but not the EU28. Overall, there can be said that there is a pattern in the behaviors of Turkey, OECD countries and EU28 countries
