DEREGULATION TODAY 2 Deregulation Today Topic 1: Post 9/11 Legislation. Immediately following the attacks, President Bush signed into law the Air Transportation Safety and System Stabilization Act to assist airlines struggling financially following doubts by the public in the safety of air travel. This act guaranteed almost $10 billion in funding to struggling airlines. In addition, it offered an additional $5 billion to compensate for direct losses incurred as a result of Federal directives that grounded all aircraft. Unfortunately, for airlines to take advantage of these programs they would have to submit to a lengthy application process, in addition to, providing the government a small ownership stake in their company. To ensure successful implementation, the Homeland Security Act of 2002 was also utilized. This called for a large scale federal reorganization that created the Department of
