Chapter 16: Drug Abuse and Alcohol Related Crimes. Legalization and decimalization. Legalization does not actually imply that you may do what you like regarding marijuana use instead it allows the government to adjust and survey all activities related to marijuana use. The government can therefore manipulate who’s allowed to grow and distribute marijuana, to whom, in what amounts, under what conditions, and for what purposes. The authority is also able to tax it like alcohol and other drugs. Decriminalization on the other hand suggests that a given activity is still illegal but the enforcements and penalties are not that intense with those found contravening the law often face petit fines or civil prices instead of imprisonment and huge fines. With reference to marijuana, the government may allow residents to own and use small amounts of marijuana privately but mass production, manufacturing, transport and sale remains illegal
