1. Before you are the humble submissions of the Applicant herein in support of the
Notice of Motion dated 29
th
May 2019 and filed on 31
st
May 2019.
2. The Applicant herein wishes to refer this Honourable Court to the Notice of
Motion and Supporting Affidavit dated 29
th
May 2019 together with the relevant
documents attached therein. The Applicant also wishes to set out the brief facts of
the case in so far as the said facts will assist this honourable Court in determining
the matter herein. The submissions are divided into various heads of arguments
and the Petitioner submits as follows:

RIEF FACTS
3. On 31 st January 2019 the 1 st Respondent wrote a Memorandum to the
Petitioner/Applicant requesting amongst other things that SRC approves a house
allowance to be paid to each Member of Parliament (MPs) at the rate of Kshs.
