TULOD, MARIA SAMANTHA NICOLE B.BSBA-HRM 1-1DHISTORICAL BACKGROUND OF PHILHEALTHThe call to serve the rural indigents echoed since the early '60s when the PhilippineMedical Association introduced the MARIA Project which prioritized aid to communitiesin need of medical assistance. The Project would then be considered a valuableprecursor to the Medicare program, from which a medical care plan for the entirePhilippines was created. On August 4, 1969, Republic Act 6111 or the PhilippineMedical Care Act of 1969 was signed by President Ferdinand E. Marcos which waseventually implemented in August 1971.The Philippine Medical Care Commission (PMCC) was tasked to oversee theimplementation of the program which went for almost a quarter of a century. In the 1990s, a vision for a better, more responsive government health care programwas prompted by the passage of several bills that had significant implications on healthfinancing. The public's clamor for a health insurance that is more comprehensive interms of covered population and benefits led to the development of House Bill 14225and Senate Bill 01738 which became The National Health Insurance Act of 1995 orRepublic Act 7875, signed by President Fidel V. Ramos on February 14, 1995. The lawpaved the way for the creation of the Philippine Health Insurance Corporation(PhilHealth), mandated to provide social health insurance coverage to all Filipinos in 15years' time.PhilHealth assumed the responsibility of administering the former Medicare program forgovernment and private sector employees from the Government Service InsuranceSystem in October 1997, from the Social Security System in April 1998, and from theOverseas Workers Welfare Administration in March 2005.Nowon its 19th year, PhilHealth has improved theway health services aredelivered, financed and regulated. It has introduced a primary and catastrophic benefit
package as it had shifted to an all case rates system from the previous inflationary andineffective fee for service which has been in place since Medicare. PhilHealthendeavors to cover the financing of every Filipino’s health needs, from preventiveprimary to hospital care including catastrophic conditions. With KalusuganPangkalahatan as the overall sectoral agenda, PhilHealth is committed to ensure acoordinated and intensified effort towards its end goal of“Bawat Pilipino, Miyembro,Bawat Miyembro, Protektado, Kalusugan Natin Segurado”.ACUÑA, JAYSON L.BSBA-HRM 1-1DMEMBERS AND DEPENDENTSPhilippine Health Insurance CorporationPhilHealth: Its Members and Their DependentsI.The Seven (7) Categories of the Members of PhilHealthA.From the Formal Economy1.government employees2.private employees3.service-rendering workers4.owners of micro enterprises5.small, medium and large enterprise owners6.household employers7.
