Mike Joyce History 151 9/20/07 Response Paper #2: Caribbean Policy United States policy in the Caribbean changed drastically when Theodore Roosevelt created the Roosevelt Corollary to amend the Monroe Doctrine. The Roosevelt Corollary shifted power to the United States instead of keeping power with the Latin American nations. The United States now had rights to intervene with the Latin American governments. In my opinion, there were three reasons why Roosevelt made these amends. The first and most important motive why I think that the United States created its Caribbean policy as it did was because nearly two-thirds of all U.S. trade and all of its oil imports depended on the sea lanes bordered by five Central American nations. The United States wanted control of these waterways so that we wouldn’t have to pay duties and taxes for using the waters, therefore increasing the values of goods that were imported and exported because there would be less of a cost to bring them in or out of our
