The results of a need analysis lay the foundation for the initiation of an action plan, which precedes an evaluation framework. Basically, its stages include: 1. defining the scope of the exercise. 2. reviewing and documenting the existing state or outcomes, and establishing any discrepancies from the potential. 3. describing and recording the expected results (Arino et al., 2016). 4. comparing the current situation and the desired one, and documenting the variations: they represent the gap.5. prioritizing the needs; specifying and recording the measures to be taken to seal each gap: this is the action plan, and assessing each activity of the action plan using distinct methods of evaluation to ascertain the realization of different goals.
