Allow for the production and distribution of copyrighted works in open formats that are accessible to persons who are blind, visually impaired, print disabled or have other disabilities that prevent access to the work; 2. Ensure that works published under these limitations and exceptions could be legally exported and imported across national borders to facilitate access and resource- sharing; 3. Provide legal norms to ensure that digital technologies can be used to greatly expand the availability of a greater number of accessible works; 4. Ensure rights to create and distribute accessible formats without having to obtain permission from copyright owners, for non-profit purposes; 5. Provide for-profit companies with opportunities to use an exception, but only when an open and accessible format is not available in an identical or equivalent format from the copyright owner, and when the for-profit entity provides notice and remuneration to the copyright owner.
