CORRUPTION AS AN ISSUE IN CONTEMPORARY PUBLIC ADMINISTRATION Public administration has been practiced since the beginning of human civilization though it’s a nascent in the academic field. It constitute government machineries and is supposed to be implement the policies that are formulated in response to public needs and aspirations. The success of organizations and governments, to a larger extent depend on how public administration efficiently and effectively meets the changing societal demands. Public administration have been profoundly transformed and justified by the adaptation and evolution needs to transform to the economic, social and political context of the post-industrial society. This means that they are confronted by numerous issues. Corruption as a phenomenon has been studied from various perspectives. This paper focuses on understanding corruption as an issue in contemporary public administration. Public administration is founded on accountability issues. Thus, countries with high accountable public organizations should feature low corruption levels. However, that has not been the case for a long period of time. How can we control corruption in public sector and maintain accountability? The answer to this question is not really easy and has become a challenge to modern public administrators. In effort to simplify the definition of corruption, World Bank defines the phenomenon as exercise of private power over public gain. Certainly, this definition encompasses all the activities where public officials uses their power for personal gain instead of public benefit. The issue of corruption takes a huge toll in public administration. Apparently, corruption gives an unfair advantage to public official, their friends and relatives individuals or groups willing to break the law as well as those who engages in deliberate payment of bribe to access government services and actions such as public contracts. Large amounts of taxpayer money are paid out government benefits and contracts steered by public officials who in turn shower

With the rampant nature of corruption, it has weakened public trust and caused many individuals to lose faith in governments and organizations. United States of America is ranked 17 th most corrupt in the world’s public sector by transparency international (Hardoon & Heinrich, 2013). Some of the administrative issues that causes corruption are large discretion given to public servants, concentration of delivery of public service and lack of accountability. Klitgaard (1988) explained corruption as a product of monopoly plus discretion minus accountability.
