Code Ann. sections 50-18-70 to 50-18-76 ± Revised rules effective July 1, 1999 OPEN IS THE RULE -- CLOSED IS THE EXCEPTION ± “Except as otherwise provided by law, all meetings shall be open to the public…” ± “All public records shall be open for personal inspection by any citizen of this state at a reasonable time and place; and those in charge of such records shall not refuse this privilege to any citizen” OPEN IS THE RULE -- CLOSED IS THE EXCEPTION ± Public access favored ± Public records broadly defined ± Exceptions are few and narrowly construed Breadth of “Agency” ± Every state department, agency, board, bureau, commission, public corporation, and authority of the state and each similar body of each county, municipal corporation, school district or other political subdivision of the state ± Every city, county regional or other authority established
