Unformatted text preview: 6560-50ENVIRONMENTAL PROTECTION AGENCY40 CFR Parts 51 and 52[AH-FRL-5531-6]RIN 2060-AS01Requirements for Preparation, Adoption, and Submittal ofImplementation PlansAGENCY:Environmental Protection Agency (EPA).ACTION:Direct Final rule.SUMMARY:Though codified as appendix W in July 1993, theGuideline on Air Quality Models ("Guideline") had never beenproperly organized to conform with the CFR format (which featuressequentially numbered paragraphs) imposed by the Office of theFederal Register. Thus, this direct final rule republishes theGuideline to reflect the format appropriate for appendix W. Inaddition, reference lists are alphabetized and updated, technicalcontacts and availability for models are updated, andtypographical errors are corrected. Two new models presented atthe 6th Conference on Air Quality Modeling (August 1995) are addedto Guideline appendix B for case-by-case use; several outdatedmodels are removed from appendix B. Appendix A models consideredto be "obsolete" (i.e., CRSTER & MPTER, replaced by ISC3) areremoved, as is Table 4-1. In addition, minor amendments to51.112, 51.160. 51.166, and 52.21 are necessary to bringrespective references to appendix W up to date.EFFECTIVE DATES:This rule is effective [Insert date 60 daysafter publication in the Federal Register] unless notice isreceived by [Insert date 30 days after publication in the FederalRegister] that adverse or critical comments will be submitted orthat an opportunity to submit such comments at a public hearing is2requested.
