Unformatted text preview: 1 A Legacy of Home Rule The first colonial representative assembly convened in Virginia in 1619. By 1650 all of the colonies had established elective assemblies. These eventually gained the authority to initiate laws and levy taxes. Britain appointed governors, judges, colonial councils. 2 Limitations to Colonial Home Rule No experience regulating commerce. No independent military. Little experience in foreign relations. Little experience working together. 3 Strains upon Home Rule Military conflict in the 1750s (French and Indian War/Seven Years War) drained Britain economically. Britain asked its colonies for help in defending the western frontier. 4 Franklins Plan of the Union American army to provide for the colonies defense Popularly elected national legislature with the power to levy taxes Executive appointed by the king. 5 Dismantling Home Rule By the end of the French and Indian War the British government was broke. To get the tax revenues it needed, Britain had to assert its power to impose taxes. 6 Challenges to Home Rule The most aggressive challenge to home rule came in the passage of the Stamp Act .
