International affairs Tingting Liu Herb Lin works on the difficulties of distinguishing cyber-exploitations from cyber- attacks which do not just steal information but harm the computer network, the infrastructure it supports or cause chaos. As Lin suggests, a treaty could deal with low-hanging fruit---fraud, child porn, third party attacks on national infrastructures---whether simply to regulate those threats or as a prelude to a larger dialogue about international governance in cyberspace. Martin Libicki’s work on cyber deterrence is simply a must-read for anyone interested in thinking about military and State operations in cyberspace. A treaty could facilitate the use of cyber operations before States can turn to kinetic weaponry. From my respective, cyberwarfare could help the signatories to take better steps in order to create a safer cyberspace.
