Survey of United States History C121 Task 3 A . Discuss three major changes in race relations that resulted from Reconstruction One controversial act of reconstruction was the introduction of the Bureau of Refugees by Congress. Also known as the Freedmen’s Bureau, it catered to the thousands of refugees in the South providing food and medical care, building schools, negotiating labor contracts, and managing land that had been confiscated. White Southerners disliked this, and its constitutionality created a divide amongst politicians prompting questions of obligations of the state towards the social welfare of its people, and in return, what should the people owe the government. (Norton, 2015) Reconstruction provided former slaves the opportunity to explore their freedom. Some set out in search of family they had been separated from through sale or hardship. By placing ads in black newspapers or with help from other black communities, many were able to reunite. Parents who were owned by different masters, reunited and made a home together to raise their children in. The desire for land and education, a privilege afforded only to whites, also became a reality during reconstruction. They started schools and began attending. Children would bring infants to school with them during the day and parents would attend in the evening after the crops were tended too. (Norton, 2015) In an effort to control labor and freedom, Legislatures revised slave codes to black codes. Former slaves had to adhere to curfew, live in housing provided by the landowner, carry a pass, and they were bound to plantations through strict labor contracts. The Civil Rights Bill, passed in 1886, would counteract the black codes, and forced southern courts to practice equality. (Norton, 2015) B.
