However, Robespierre should not be charged with these claims because he never used his power forcibly nor could have authorized terrorist attacks on the people to maintain his control. To begin, Document A states that the law is to impose only penalties that are necessary and proportionate to the offense and useful to society. Imposing penalties, Robespierre only did what was necessary to maintain peace within France with the people not to maintain his control from enemies.
