Introduction Globalization is a term activated to imply a number of realities in the new world order. One, globalization makes reference to human variations in human conduct brought under a common interpretive banner. Secondly, a section of the scholarly community also posits that globalization means different things to different people. The intersection of these two realities imply that while the world displays theoretical desires of reading from a similar script across national boundaries, the globe is practically operating from visible different operational framework. 1 Criminal law seeks to define the distinctive boundaries of human behavior. The control of misconduct, as covered in criminal law, acquires its uniqueness due to the differences in legal application in respective national jurisdictions. Therefore, as the world seeks to have shared ideas on the operation of criminal law and justice, the reality is pointing to a different direction. Many nations and/or states are still keen on implementing the principles of criminal law with a high sense of autonomy. Technology is aiding in the convergence of functions as defined under globalization. 2 However, technology, has still failed to activate a common reasoning amongst criminal law actors in multi-national contexts. The changes in globalization, the changing roles of government and the increased significance of science and technology can only realize improved effectiveness in criminal law if political goodwill exists among national leaders. The Central Question This research paper captures the distinct themes of globalization, changing role of government, amplified significance of science and technology and criminal law. However, these themes intersect at the point of guaranteeing the increased effectiveness of criminal law in a rapidly changing world. The central question, therefore, is the need to understand how the reality of globalization, the changing functionality of the government and the rising role of technology can better serve the commitments and obligation of criminal law 3 . While globalization is not a new realities, there are many emerging issues that now influence how states are run. Many nations have, albeit theoretically, signed up the International Criminal Court (ICC) treaty, while such a development confirms the commitment towards realizing a
