THE HOMELAND SECURITY DEPARTMENT BY GAO. “Review of Report on Agency Estimates of Foreign Nationals Unlawfully Residing In the U.S.” Information Provided to Staff of the House and Senate Appropriations Committees INTRODUCTION Reports have shown that due to the various provisions of the immigration benefits in the US, the rate of unlawful immigration has increased either on a permanent or temporary basis. The border and security related policies can only be informed through the provision of correct data on the composition of the united states unlawful present population. To accomplish this, DHS is expected to present an annual congress report with this information through the OIS showing the trend analysis of the immigration. THE OBJECTIVE OF GAO AND LEGISLATIVE LANGUAGE DHS was given the directive to issue a report in 180 days on the measures to improve this collection and as well develop an estimate of the illegally present population in the United States. However, in 2018 march, DHA gave a response through a report by OIS on “Potential Improvements to DHS Illegal Alien Population Estimates:” Gao was to review the report and thereafter give a response brief to the senate appropriations committee in 90 days after the report presentation. During this presentation, limitations tat DHS identified were examined and planned on improving the estimates were put into place. SCOPE AND METHODOLOGY In addressing its objective, GAO did an analysis of reports provided by OIS on unlawful born population annual estimates published between 2006 to 2018 and discussed ways to improve the estimates. Interviews were also conducted on officials of the Pew Research Center (Pew) and Center for Migration Studies (CMS) that published the estimates of the unlawful immigrants. However, DHS commented on its briefing content which seemed appropriate. Summary of Observations Estimates limitations Various limitations on unlawful foreign-born population estimates were identified. In the estimation of the population, DHS calculated the estimated total foreign-born population less estimated legal born residents to get the ideal population of the unlawful residents.
Approaches to improve estimates Eight possible approaches to improve data collection and usage to improve on estimates were identified by DHS amongst other government and NGO research bodies.
