DHS was given the directive to issue a report in 180 days on the measures to improve this collection and as well develop an estimate of the illegally present population in the United States. THE OBJECTIVE OF GAO AND LEGISLATIVE LANGUAGE
In addressing its objective, GAO did an analysis of reports provided by OIS on unlawful born population annual estimates published between 2006 to 2018 and discussed ways to improve the estimates. SCOPE AND METHODOLOGY
Estimates limitations Various limitations on unlawful foreign-born population estimates were identified. In the estimation of the population, DHS calculated the estimated total foreign-born population less estimated legal born residents to get the ideal population of the unlawful residents.
