Political efforts to disenfranchise the Black community Segregation of the south Part legislative, part custom Federal government did next to nothing, Supreme court basically sanctioned it Plessy v. Ferguson 1896 – separate but equal doctrine. Southern states began enacting literacy laws and property requirements. 1898 ruled on poll taxes and literacy tests – court agreed to these to make sure only “qualified” voters would vote. Only about 5% of south’s black population ended up being able to vote.
