What does freedom mean for Americans-2 phases of reconstruction – Presidential reconstruction, Radical Reconstruction-Labeled for those who are in charge of the construction (Andrew Johnson, 17thPrez, he was a unionist) -Johnson – hateful toward slave holders, old money south, however he was racist, advocate for common white farmer and the union -April – Dec 1865 congress is not meeting, Johnson takes upon self to guide the reconstruction – executive orders… write new constitution written by white people -AJ Veto freedman bureau and civil rights bill of 1866Black codes – group of laws at state level, attempt to recreate slavery, grant blacks bear minimum, can get married, own property, limited access to courtBlacks couldn’t serve on jury, can’t serve in state militias, can’t vote, cant testify against a white manShow that south isn’t accepting defeat Freedmen’s Bureau – 1865 established, tasked with helping schools and healthcare to the south, blacks access to court, against because it gives government too much power and blacks don’t deserve citizenship Civil rights bill of 1866 – 13thamendment -After both were vetoed, congress overrode them and they passed Radical republicans – angry AJ vetoed, tried to shape reconstruction, gov should take more role in protecting black southerners, make a lot of way in North, take lots of legislation spotsMany people joined who were against AJ
Radical Reconstruction (1867-1877)-Ran by many republicans-Divide southern states into 5 military districts-Requires states under these to write new constitutions Tenure of office act – prevents prez from removing office members without consent from senate, rad republicans do this to protect cabinet members, Aj don’t comply and fires secretary of war, House of Representatives votes and approves of impeachment process, house agrees on charges, goes to senate and senate votes on it if they think they are guilty of breaking law, one vote away from convicted him so he is acquitted, pro temp would have been prez because he doesn’t have VPUlysses S. Grant – ran for Rep. candidate after AJ and wonWaving the bloody shirt – rep accuse dem. of being secessionist, started the war, vote rep.
