Kissinger Defines Détente, 1974 During the cold war, the bilateral relationship between the US and the Soviet Union tended to reduce tension as well as have more reconciliation reactions known as "détente". In term of “détente” was built with policy foundations aimed at serving peace rather than provoking aggressive wars against the enemy. Henry Kissinger who pioneered the fundamental principles of Détente policy with the USSR and advocated the opening with the Republic of China was an American diplomat as well as President Richard M. Nixon’s policy adviser and became US Secretary of State in 1973. 1 He frankly demonstrated that it is significant to pursue the long-term ideal of success by trying to build a stable relationship with the Soviet Union but also to ensure national security. However, the different outlooks led to increasing conflict and pushed the cold war to a greater climax between two parties. There is no doubt that one of the most interesting parts is the Statement of Principles that was adopted and signed in Moscow, Russia in 1972. It offered the essential and necessary policy
