1 Nurse Staffing Standards for Patient Safety and Quality Care Act of 2017 Nurse Staffing Standards for Patient Safety and Quality Care Act of 2017 Safe staffing ratios are often a topic of discussion among nurses. Daily nurses over the entire globe experience insufficient staffing levels. These insufficient staffing levels can lead to higher rates of falls in patients, nurse burnouts, medical errors, and a small percentage of patient death. This is due to massive budget reductions causing nurses caring for patients that are sicker, nursing shortages, and nurses working longer hours. Multiple studies suggest nurses with fewer patients or a more manageable workload will be able to work more efficiently and effectively; when nurses are given an excessive amount of patients, they cannot effectively complete tasks and patients suffer. The Nurse Staffing Standard for Hospital Patient Safety and Quality Care Act of 2017 if passed, will result in a set nurse to patient ratio allowing a better work environment for nurses and overall better care for patients. Introduction of H.R.2392 Representative Janice D. Schakowsky and U.S. Senator Sherrod Brown introduced Nurse Staffing Standard for Hospital Patient Safety and Quality Care Act of 2017, (S 1063, HR 2392) which will set a minimum nurse-to-patient ratio in specific hospital units, refer to table A (United, 2017a). Representative Janice Schakowsky introduced similar legislation in the past that she has added additional provisions towards to produce H.R. 2392. Nurse Staffing Standard for Hospital Patient Safety and Quality Care Act of 2017 was introduced in House on May 4, 2017. The bill had been referred to House Energy and Commerce on May the 4 th and referred to the House energy and commerce subcommittee on health on the 5 th . The bill had also been referred to House ways and means on the 4 th and then House ways and means subcommittee

2 Nurse Staffing Standards for Patient Safety and Quality Care Act of 2017 on health on the 18 th (United, 2017a). There are a total of 27 cosponsors for the bill. The bill is currently in the introduction phase. (Congressional Research Service, 2017) Initial Bill Development Nurse Staffing Standard for Hospital Patient Safety and Quality Care Act of 2017 is modeled after California implemented a nurse-to-patient law in 2004. The bill once passed will take effect after two years or four years after for rural hospitals. Bills like Nurse Staffing Standard for Hospital Patient Safety and Quality Care Act of 2017 have been introduced in multiple states and in congress in the past and have not passed. It took thirteen years for California to pass the law, but multiple studies since have shown the difference in percentages of burnout, surgical deaths, infections, CPR, penalizations, inclusive costs, and overall death (Dorning, 2016).
