Katie McKibben AP Government, Per. 4 Mr. Bookmyer 09/04/18 The Unusually Civil Country The United States of America is built upon the principle of civic engagement in government. The entire government itself will not operate correctly without this essential piece. Throughout history, there have been highs and lows in civic participation. When blacks and women gained sovereignty, voting numbers went up because there were more people able to participate. On the other hand, the numbers have been low when the country was fighting in a war. Both Robert D. Putnam, a political policy professor at Harvard University, and Lee H. Hamilton, a former member of the House of Representatives and currently a part of the U.S. Homeland Security Advisory Council, argue that the United State’s civil engagement is on the decrease. This decline in civic participation could endanger the entire United States government. In the past decade, Robert Putnam describes that the, “vibrancy of American civil society has notably declined” (Putnam 1). Putnam brings up a good point, in the last number of years, many people have complained the current condition the country is, however, a large portion of these complainers have not taken the initiative to change it themselves.
