The Tuskegee Experiment “Background” In 1932, the Public Health Service, along with the Tuskegee Institute, conducted a study on the history of syphilis to identify treatments programs for blacks. The study began with 600 black men – 399 infected with syphilis, and 201 without. The study was performed with out the informed consent of the patients. The patients we told they were being treated for “bad blood.” In 1942, penicillin was identified as treatment for syphilis, but still was not offered to the patients. The patients did not receive the treatment needed for syphilis, but did receive free medical exams, free meals, and burial insurance. The study was supposed to last only 6 months, but went on for a full 40 years. In 1972, an Ad Hoc Advisory Panel was created to review the study. The Panel discovered that the men were never informed of the study, nor its true purpose, which didn’t allow for them to provide informed consent.
