CASE: ROXAS & CO. VS. CAFACTS:Petitioner Roxas & Co. is a domestic corporation and is the registered owner of three haciendas:Haciendas Palico, Banilad and Caylaway, all located in the Municipality of Nasugbu, Batangas. The events of this case occurred during the incumbency of then President Corazon C. Aquino. InFebruary 1986, President Aquino issued Proclamation No. 3 promulgating a Provisional Constitution.President Aquino signed on July 22, 1987, Proclamation No. 131 instituting a Comprehensive AgrarianReform Program and Executive Order No. 229 providing the mechanisms necessary to initially implementthe program.On July 27, 1987, the Congress of the Philippines formally convened and took over legislative power fromthe President. This Congress passed Republic Act No. 6657, the Comprehensive Agrarian Reform Law(CARL) of 1988. The Act was signed by the President on June 10, 1988 and took effect on June 15, 1988.Before the laws effectivity, on May 6, 1988, petitioner filed with respondent DAR a voluntary offer to sellHacienda Caylaway pursuant to the provisions of E.O.
