Unit 11 ~ Civil Rights and Social GrowthWhat is the White Primary? The white primary was when Georgia found a way around the 15thamendment by not letting black people vote in the primary elections, but only in the general elections, so they would not be able to vote for who was going to be running. What was the Three Governors Controversy? In the three governors controversy, Ellis Arnold was governor, but was defeated in reelection by Eugene Talmadge. However, Eugene Talmadge died before taking office. Ellis Arnall held his position as governor while things were being worked out, Melvin Thompson (the lieutenant governor) said that he should be in office, and people who supported Eugene Talmadge wanted his son, Herman Talmadge, to be in office. This went to the Georgia Supreme Court, and the court decided that Melvin Thompson should be governor and a special election would be held in the meantime. In the end, Herman Talmadge won the special election and became governor of Georgia.
