What the government can and cannot do Courts and politicians agree that the US constitution is full of implied powers State constitutions generally don’t work on implied powers State constitutions are more detailed and specific, and even contain policies rather than just procedures GA Constitutional Development Georgia has had 10 constitutions More than any state except Louisiana Most recent constitution was passed in 1983 Previous constitutions were heavily amended because many local govt. actions required amendments New constitution allows more flexibility for local governments Constitutional Amendments
