Technical Education and Skills Development Act of 1994(Republic Act No. 7796)Section 22, “Establishment and Administration of the NationalTrade Skills Standards” of the RA 7796 known as the TESDA Actmandates TESDA to establish national occupational skillsstandards. The Authority shall develop and implement acertification and accreditation program in which private industrygroup and trade associations are accredited to conductapproved trade tests, and the local government units to promotesuch trade testing activities in their respective areas inaccordance with the guidelines to be set by the Authority.
The Training Regulations (TR) serve as basis for the:1Competency assessment and certification;2Registration and delivery of training programs; and3Development of curriculum and assessment instruments.Each TR has four sections:Section 1Definition of Qualification– describes the qualification and defines thecompetencies that comprise the qualification.Section 2The Competency Standardsformat was revised to include theRequired Knowledge and Required Skills per element. These fieldsexplicitly state the required knowledge and skills for competentperformance of a unit of competency in an informed and effectivemanner. These also emphasize the application of knowledge and skillsto situations where understanding is converted into a workplaceoutcome.Section 3Training Arrangements- contain information and requirements whichserve as bases for training providers in designing and deliveringcompetency-based curriculum for the qualification. The revisions tosection 3 entail identifying the Learning Activities leading to achievementof the identified Learning Outcome per unit of competency.Section 4Assessment and Certification Arrangements- describe the policiesgoverning assessment and certification procedures for the qualification.
