After being coronated and pleading an oath, Nicholas committed to a policy of repressing the masses in order to strengthen Russian imperialism. There were three key bodies that dominated the political structure in Imperial Russian: The State Council of Imperial Russia (also called the Imperial Council), the Cabinet of Ministers and the Senate.
