A beginning in this direction was made in our country with the impact assessment of river valley projects in 1978-79 and the scope has subsequently been enhanced to cover other developmental sectors such as industries, thermal power projects, mining schemes etc. EIA has now been made mandatory under the Environmental Protection Act, 1986 for 29 categories of developmental activities involving investments of Rs. 50 crores and above. Hence statement 3 is not correct. Steps in EIA: o Screening: The screening process determines whether a particular project warrants preparation of an EIA. o Scoping: Scoping is a stage, usually involving the public and other interested parties, that identifies the key environmental issues that should be addressed in an EIA. o Public hearing: may consist of informational meetings, public hearings, and opportunities to provide written comments about a proposed project o Decision making: A decision to approve or reject a project is generally based on the final EIA o Project implementation and Monitoring: Monitoring serves three purposes: (1) ensuring that required mitigation measures are being implemented; (2) evaluating whether mitigation measures are working effectively; and (3) validating the accuracy of models or projections that were used during the impact assessment process. Hence statement 2 is not correct. EIA in India is carried out by various agencies like Pollution control board of India, NITI aayog , Central groundwater authorities. NITI Aayog has conducted various EIA relating to Island development project, Inland waterways etc. Q 2.A In 1895, Gokhale was disturbed by the controversy in the Poona Sarvajanik Sabha, especially about the Age of Consent Bill and in the same year, Tilak captured the Poona Sarvajanik Sabha. With the guidance of his mentor, Ranade and he started the Deccan Sabha in 1896 as a rival organisation to Poona Sarvajanik Sabha. When the British Parliament appointed the Welby Commission to inquire into the cause of famines, the Deccan Sabha sent Gokhale to England to present Indian viewpoint. This he did admirably in March 1897. Poona Sarvajanik Sabha, led by Justice Ranade, had organized a successful campaign among the peasants, as well as at Poona and Bombay against the land revenue settlement of 1867. Under its impact, a large number of peasants had refused to pay the enhanced revenue. This agitation had generated a mentality of resistance among the peasants which contributed to the rise of peasant protest in 1875.
